Über ein neues strategisches Konzept zur Einigkeit finden: Die NATO vor dem Jubiläumsgipfel in Straßburg und Kehl/Baden-Baden

Abstract

Das Treffen der Staats- und Regierungschefs der NATO-Mitgliedstaaten am 3./4. April 2009 auf deutsch-französischem Boden ist als Familienfeier angelegt, man bleibt unter sich. Der Jubiläumsgipfel zum 60-jährigen Bestehen des Bündnisses hat historische Bedeutung: Frankreich kehrt in die integrierten Kommandostrukturen der Allianz zurück. Mit Albanien und Kroatien sollen neue Mitglieder formell aufgenommen werden. US-Präsident Obama wird erstmals an einem NATO-Gipfel teilnehmen und seine neue Strategie für Afghanistan erläutern. Möglichst schon bei diesem Treffen soll der neue NATO-Generalsekretär benannt werden. Außerdem wollen die Staats- und Regierungschefs eine »Erklärung zu transatlantischer Sicherheit« verabschieden und mit dem Auftrag für ein neues strategisches Konzept die Weichen für die Zukunft der Allianz stellen. Bei den auf etwa zwei Jahre angelegten Arbeiten geht es darum, einen neuen Konsens über die Kernfunktion und die Aufgaben der NATO zu erzielen. Welche Themen werden dabei im Vordergrund stehen? Wo werden sich die größten Probleme auftun?
