Einigung im Emissionshandel: Ein Beitrag zur Erosion der internationalen Klimapolitik?

Abstract

Dank der Einigung zwischen den betroffenen Ressorts der Bundesregierung am 30. März ist der Abgabetermin für den nationalen Allokationsplan gerade noch eingehalten worden. Dieser Plan ist Voraussetzung für den Start des EU-weiten Emissionshandels zum 1. Januar 2005. Ging es hier um einen Kompromiß auf einem Nebenschauplatz, den man bei besserem Management mit weniger öffentlicher Aufmerksamkeit hätte erreichen können, oder steht dahinter ein viel grundsätzlicherer Dissens?
