Nilstreit: Kompensation statt Mediation. Wie die Europäer sich an einer alternativen Konfliktlösung beteiligen können

Abstract

Der Konflikt zwischen Ägypten und Äthiopien um die Verteilung und Nutzung des Nilwassers ist in eine neue Phase eingetreten. Im Mittelpunkt steht jetzt die Frage, wie und über welchen Zeitraum das Staubecken des Grand Ethiopian Renaissance Dam (GERD) befüllt wird. Vor diesem Hintergrund haben die USA Ende 2019 einen neuen Vermittlungsversuch gestartet. Anfängliche Hoffnungen auf eine schnelle Einigung haben sich indes nicht erfüllt. Je länger Ergebnisse auf sich warten lassen, desto deutlicher wird, dass externe Mediation allein nicht ausreicht, den Konflikt zu lösen. Dieser kann offenbar nur entschärft werden, wenn Ägypten Äthiopien für ein Entgegenkommen entschädigt. Deutschland und seine europäischen Partner sollten Ägypten beim Aufbau eines entsprechenden Kompensationsmechanismus finanziell unterstützen. Dies würde die Stabilität in der konfliktträchtigen Nachbarregion Europas fördern und den dortigen Migrationsdruck verringern. Allerdings sollten die Europäer eine finanzielle Beteiligung an klare Bedingungen gegenüber Kairo knüpfen, die darauf abzielen, das Wassermanagement und die allgemeine Regierungsführung zu verbessern.
