Konjunktureller Absturz in Japan: Steht die LDP-Herrschaft vor dem Aus?

Abstract

Die Finanzmarktkrise hat kein anderes Industrieland realwirtschaftlich so hart getroffen wie Japan. Momentan erlebt die Konjunktur des Landes einen Absturz, der sehr viel abrupter und tiefer ausfällt, als dies in den Abschwungperioden nach Zerplatzen der Aktien- und Immobilienblase 1990/91 der Fall war. Verantwortlich für den Einbruch ist der außerordentlich starke Rückgang der Exporte. Fatalerweise stoßen Geld- und Fiskalpolitik mittlerweile an ihre Grenzen, nachdem der Leitzins auf 0,1 Prozent gesenkt wurde und die Staatsverschuldung auf 180 Prozent des Bruttoinlandsprodukts gestiegen ist. Angesichts der wirtschaftlichen Misere droht der regierenden Liberal-Demokratischen Partei (LDP) und Premierminister Aso bei den in diesem Jahr anstehenden Unterhauswahlen ein Debakel. Zu befürchten ist, dass die gegenwärtige Phase politischer Unsicherheit noch geraume Zeit anhält und die notwendigen Anpassungen an die veränderten weltwirtschaftlichen Rahmenbedingungen behindert. Japans Gewicht in der Weltwirtschaft dürfte im Zuge der aktuellen Krise jedenfalls weiter abnehmen
