Musa-Qala-Protokoll am Ende: Afghanistan: Ansatz lokaler nichtmilitärischer Konfliktlösung zum Scheitern gebracht

Abstract

Infolge einer vermutlich gezielten militärischen Eskalation ist der erste Versuch der ISAF misslungen, durch indirekte, über Stammesführer vermittelte Abmachungen mit lokalen Taleban eine Stabilisierung kleinerer geografischer Einheiten in Süd-Afghanistan zu erreichen. Welche Seite auch immer für das Scheitern des sogenannten Musa-Qala-Protokolls verantwortlich ist: Nun steht zu befürchten, dass die Weichen auf eine Verstärkung der militärischen Auseinandersetzungen gestellt worden sind und ein negativer Präzedenzfall für friedliche Stabilisierungsversuche geschaffen wurde.
