Neue Impulse aus Europas Süden: Spanien und Portugal stärken ihre Initiative im europäischen Einigungsprozeß

Abstract

Beinahe zwanzig Jahre nach ihrem Beitritt zur damaligen Europäischen Gemeinschaft haben Spanien und Portugal Europa Ende Februar 2005 erneut ein deutliches Signal für ihre Identifikation mit der Europäischen Union (EU) gegeben: In Spanien endete das erste Referendum zur Ratifizierung des europäischen Verfassungsvertrages (VVE) mit einer Zustimmung von 76,7% der Bevölkerung erfolgreich; gleichwohl zeigt die geringe Wahlbeteiligung, daß sich der Enthusiasmus der Spanier für die EU-Konstitution deutlich in Grenzen hielt. In Portugal wurde eine neue, mit stabiler Mehrheit ausgestattete Regierung gewählt. Premierminister José Sócrates will eine zentrale Rolle in der europäischen Integrationspolitik übernehmen. Entscheidend für den Erfolg dieser Bemühungen wird es sein, ob Spanien und Portugal jenseits des sie einigenden Interesses am weiteren Zufluß von Geldern aus den europäischen Struktur- und Kohäsionsfonds bereit sein werden, auch die politischen Kosten ihrer neu beschworenen europäischen Identität zu übernehmen.
