Ende des EU-Waffenembargos gegen China?

Abstract

Nach 15 Jahren Geltung scheint das Ende des Waffenembargos der EU gegen China in greifbarer Nähe. Die Regierungen Frankreichs und Deutschlands zumindest haben sich dafür stark gemacht. China sieht in dem Embargo ein Relikt des Kalten Krieges, das seine Zusammenarbeit mit der EU behindert. Eine Entscheidung - sie muß einstimmig sein - wird beim bevorstehenden EU-Gipfel vom 24. bis 26. März wohl noch nicht fallen. Einzelne Mitgliedstaaten haben noch keine klare Position bezogen. Es gibt Diskussionen über mögliche Gegenleistungen Chinas in puncto Menschenrechte und über die Frage, ob die Aufhebung ein weitgehend symbolischer Akt wäre, der keine realen Auswirkungen auf die Rüstungsexportpolitik der EU-Staaten hätte. Klarheit dagegen herrscht über die Haltung der USA: Washington plädiert für eine Beibehaltung des EU-Embargos. Sollte die EU es beenden, könnte auch die Chinapolitik zur Quelle transatlantischer Spannungen werden. (SWP-aktuell / SWP)
