Der richtige Moment zur Reform des EU Haushalts

Abstract

Die unter dem Vorsitz von Mario Monti tagende Hochrangige Gruppe »Eigenmittel« (High Level Group on Own Resources, HLGOR) hat am 17. Januar 2017 ihren Abschlussbericht vorgelegt. Er enthält Empfehlungen zur Reform des Eigenmittelsystems der Europäischen Union. Die Europäische Kommission hatte bereits im letzten Oktober anlässlich der Halbzeitbewertung des derzeitigen mehrjährigen Finanzrahmens der EU (MFR 2014-2020) erste Ansatzpunkte für Reformen auf der Ausgabenseite des EU-Haushalts benannt. Nun rückt auch die Einnahmenseite in den Fokus der Aufmerksamkeit. Die Europäische Kommission muss bis Ende 2017 ihre Vorschläge für den nächsten, nach 2020 geltenden MFR erarbeiten. Dann werden die Debatten über eine umfassende Neuordnung der europäischen Budgetpolitik an Fahrt gewinnen. (SWP-Aktuell)
