Die EU-Klimastrategie: Bausteine für die internationale Klimapolitik nach 2012

Abstract

Die Europäische Kommission hat am 10. Januar ihr klima- und energiepolitisches Paket vorgestellt. Es bündelt verschiedene Vorschläge für den Rat der EU-Mitgliedstaaten, der im März unter der deutschen Präsidentschaft die Ziele der künftigen Klima- und Energiepolitik der EU beschließen soll. Da die Zeit für Verhandlungen über internationale Klimapolitik nach Auslaufen des Kyoto-Protokolls im Jahr 2012 knapp wird, sind die Empfehlungen im Strategiepapier auch wegweisend für die weltweite Entwicklung. Zu den Eckpunkten des Pakets gehören die Festlegung eines Mindestziels für die Reduktion von Treibhausgasemissionen, die Fortführung des europäischen Emissionshandelssystems, die Steigerung der Energieeffizienz, der Ausbau der erneuerbaren Energien und Technologieförderung. Welche Signale gehen von dieser Strategie an andere große Industrieländer und die schnell wachsenden Schwellenländer aus? Wie ist sie im Hinblick auf die Debatte über ein Klimaregime nach dem Jahr 2012 und vor dem Hintergrund des jüngsten alarmierenden Berichts des Weltklimarats zu bewerten? (SWP-aktuell/SWP)
