China 4.0: Reaktionen in Partei und Gesellschaft auf die digitale Transformation

Abstract

Die Entwicklung des chinesischen Internets hat 2016 bei ausländischen Beobachter/innen immer wieder Aufsehen erregt. Verantwortlich dafür waren Rekordumsätze im Internethandel, weitreichende Hackerangriffe auf Privatfirmen und Behörden, gigantische Investitionsprogramme für Start-ups, ein neues kontroverses Internetgesetz und die Zunahme der staatlichen Internetzensur. China 4.0 steht gleichermaßen für Kontrolle und Kreativität. Wie passt das zusammen? Wie diskutiert die chinesische Öffentlichkeit über Chancen und Risiken der digitalen Transformation? Welche Ziele verfolgt die Regierung des Landes, etwa mit ihren Strategien »Big Data« und »Internet Plus«? Und was bedeutet das neue Gesetz zur Internetsicherheit, das im Juni 2017 in Kraft treten wird? Neue Rahmenbedingungen werden geschaffen, die langfristig die Zusammenarbeit mit China in Fragen der Digitalisierung definieren können. Eine Analyse von Stimmen aus Partei, Wirtschaft, Militär und Wissenschaft gibt Aufschluss über die Positionen, die den chinesischen Diskurs zu dem Thema gegenwärtig prägen. Dabei geht es auch um die Frage, inwiefern China ein Labor für die digitale Zukunft der Welt sein könnte. (SWP-Aktuell)
