Organisierte Kriminalität und Terrorismus im Sahel: Ursachen, Akteure, Handlungsmöglichkeiten

Abstract

Die Dimensionen organisierter Kriminalität in der Sahelzone haben sich in den letzten Jahren grundlegend verändert. Mit dem drastischen Anstieg der Erlöse aus Kokainschmuggel und Entführungen westlicher Staatsbürger nimmt der Einfluss krimineller Netzwerke deutlich zu, gleichzeitig erodieren rechtsstaatliche Strukturen und soziale Hierarchien. Auch die zunehmende Präsenz von al-Qaida im Islamischen Maghreb (AQIM) ist vor allem im Kontext der sich ausbreitenden Kriminalität zu sehen. Versuche, dieser Entwicklung gegenzusteuern, indem man die Kapazitäten der Regionalstaaten im Sicherheitssektor stärkt, gehen an den eigentlichen Problemen vorbei. Die EU und Deutschland sollten die Staaten der Region zu intensiverer Kooperation bewegen. Schlüsselländer sind Algerien, das einen regionalen Führungsanspruch geltend macht, sowie Mali, das bislang kaum gegen organisierte Kriminalität vorgeht
