Neustart in den Beziehungen zwischen Russland und der Nato: Anlauf zur strategischen Partnerschaft?

Abstract

Nach dem Georgienkrieg vom Sommer 2008 lagen die Beziehungen zwischen Russland und der Nato zunächst auf Eis. Doch mittlerweile hat Nato-Generalsekretär Rasmussen einen »Neustart« angekündigt. Bei seinem Antrittsbesuch in Moskau Mitte Dezember 2009 nannte er als Ziel, eine »wahre strategische Partnerschaft« mit Russland zu begründen. Dazu bedarf es aber mehr als einer bloßen Rückkehr zum »business as usual«. Denn dem Nato-Russland-Rat ist es bislang nicht gelungen, das zwischen selektiver Kooperation und prinzipieller Konkurrenz schwankende Verhältnis zugunsten einer vertieften Partnerschaft zu transformieren. Hierfür wäre eine Einigung bei den grundlegenden Divergenzen nötig: den unterschiedlichen ordnungspolitischen Vorstellungen in Bezug auf Europa und den postsowjetischen Raum im Besonderen
