Kein großer Sprung in der Entwicklung der ESVP: Lehren aus der französischen EU-Ratspräsidentschaft

Abstract

Für die zweite Jahreshälfte 2008 hatte sich die französische EU-Ratspräsidentschaft vorgenommen, das Projekt »Europa der Verteidigung« zu beleben. Am Ende teilte Paris jedoch das Schicksal so vieler Vorgängerpräsidentschaften, die sich angesichts externer Krisen und schwieriger Rahmenbedingungen in Selbstbescheidung üben mussten. Die Georgien-Krise vom August und die Turbulenzen auf den Weltfinanzmärkten absorbierten einen großen Teil der Energien, mit denen Frankreich angetreten war, und das irische Nein zum Lissabonner Vertrag ließ weitreichende verteidigungspolitische Initiativen nicht opportun erscheinen. Vor diesem Hintergrund ist der schließlich gewählte Weg, die militärische und zivile Handlungsfähigkeit über konkrete Projekte zu verbessern, durchaus plausibel. Auf längere Sicht vermag dieser pragmatische Ansatz die Europäische Sicherheits- und Verteidigungspolitik (ESVP) jedoch nicht entscheidend voranzubringen
