Abstract

Mit dem Abkommen über die Einsetzung einer Interimsregierung und eines Interimsparlaments unter Beteiligung der Maoisten wurde am 16. Dezember 2006 der vor zehn Jahren ausgebrochene Bürgerkrieg in Nepal beigelegt. Das Land steht damit am Beginn eines umfassenden politischen Umbruchs, bei dem auch der internationalen Gemeinschaft eine wichtige Rolle zukommt. Indien war an der politischen Vermittlung zwischen den Konfliktparteien beteiligt, die Vereinten Nationen (VN) erwägen eine eigene Mission in Nepal. Die nächsten Monate werden ein weiterhin großes Engagement der internationalen Gemeinschaft erfordern, damit der mühsam erreichte Kompromiss nicht im Streit der Konfliktparteien wieder zerbricht. Die Euphorie über das Ende des Bürgerkriegs darf nicht darüber hinwegtäuschen, dass große Herausforderungen wie die Verabschiedung einer neuen Verfassung und die dauerhafte politische Einbindung der Maoisten erst noch zu bestehen sind.
