Begrenzte Handlungsspielräume: Belgien übernimmt den OSZE-Vorsitz

Abstract

Zum Jahreswechsel 2005/2006 hat Belgien turnusgemäß den Vorsitz der Organisation für Sicherheit und Zusammenarbeit in Europa (OSZE) übernommen. In den nächsten zwölf Monaten ist es nun Sache des belgischen Außenministers Karel de Gucht, den Konsens über die institutionelle Struktur und die Aufgaben der OSZE wiederherzustellen, der in den vergangenen Monaten erodiert zu sein schien. Große Differenzen in den Vorstellungen der Mitgliedsländer haben sowohl das 30. Jubiläum des KSZE-Prozesses im August 2005 als auch das Jahrestreffen des Ministerrates im Dezember 2005 in der slowenischen Hauptstadt Ljubljana überschattet. Drei Politikfelder sind in besonderer Weise umstritten und daher vorrangige Herausforderungen für den belgischen Vorsitz: der innere Reformprozess der OSZE, die Einhaltung der von den Mitgliedern eingegangenen Verpflichtungen im Bereich der Konfliktregelung und die Zukunft der OSZE-Wahlbeobachtung.
