Der Sudan nach dem Naivasha-Friedensvertrag: Noch kein Anlaß zu Euphorie

Abstract

Am 9. Januar 2005 wurde in Nairobi ein Friedensvertrag für den Sudan unterzeichnet. Das Abkommen eröffnet eine historische Chance zur Beilegung des seit 1983 andauernden Konflikts zwischen der sudanesischen Regierung und der südsudanesischen Rebellenbewegung SPLA. Die wichtigsten Eckpunkte des Abkommens sind politische Autonomie für den Südsudan während einer Übergangsperiode, die 2011 durch ein Referendum über die Unabhängigkeit des Südens beendet wird, sowie die gleichmäßige Aufteilung der Erdöleinnahmen. Der Friedensvertrag ist jedoch nur ein erster Schritt zur Beilegung des Konflikts. Die Vertragsparteien stehen nun vor der ungleich schwierigeren Aufgabe seiner Umsetzung, die ohne ein aktives und langfristiges Engagement der internationalen Gemeinschaft mißlingen wird. Impulse für eine Befriedung des gesamten Landes und damit auch für die Beendigung des Konflikts in Darfur sind nicht zu erwarten. (SWP-aktuell / SWP)
