Abstract

Vor dem Hintergrund einer an Fahrt gewinnenden Debatte über die Zukunft des Vertrages über eine Verfassung für Europa (VVE) hat sich das estnische Parlament am 8. Februar in erster Lesung für das Gesetz zur Ratifikation des VVE ausgesprochen. Die endgültige Ratifizierung soll noch vor Ende der österreichischen Präsidentschaft im Juni 2006 erfolgen. Diese Entscheidung fällt nicht ohne Grund zu genau diesem Zeitpunkt. Mittlerweile haben fast alle Staats- und Regierungschefs ihre ganz unterschiedlichen Ausgangspositionen für die Debatte der nächsten Monate vorgestellt - von Merkels Vorschlag eines Zusatzprotokolls über die soziale Dimension der EU bis hin zu Chiracs Plädoyer für die Umsetzung nur weniger Teile des Vertrages. Aber es herrscht noch lange keine Klarheit darüber, wie mit dem VVE weiter verfahren werden soll, welche Erfolgschancen die vorstellbaren Optionen haben und entlang genau welcher Linie sich ein Kompromiss herausbilden wird.
