US-Rüstungskontroll- und Militärpolitik in Europa - Erwartungen an Biden: Der Ton wird freundlicher, Interessenunterschiede werden bleiben

Abstract

Mit Präsident Trumps 'America first'-Politik haben die USA der multilateralen Ordnung den Rücken gekehrt, internationale Abkommen verlassen, Rüstungskontrollverträge gekündigt und die Nato in Frage gestellt. Gegen Deutschland wollte Trump nationale Interessen mit Sanktionen durchsetzen. Dort sind die Erwartungen hoch, dass es unter dem künftigen Präsident Biden gelingt, die tiefe Vertrauenskrise in den deutsch-amerikanischen Beziehungen zu überwinden. Der Ton im Umgang miteinander dürfte verbindlicher werden. Interessenunterschiede werden aber nicht einfach verschwinden. Dagegen sprechen die Konstanten in der Außen- und Sicherheitspolitik der USA ebenso wie die begrenzten Handlungsspielräume des gewählten Präsidenten. Die Rüstungskontrolle wird zwar wieder einen höheren Stellenwert einnehmen. Fortschritte aber werden zähes Verhandeln und höhere Beiträge Deutschlands zur Bündnisverteidigung erfordern.
