Abstract

Der Vertrag von Lissabon ist Ausdruck eines Jahrzehnts der Ernüchterung über die Perspektiven des europäischen Integrationsprozesses. Die vertraglichen Bestimmungen zur Gemeinsamen Außen- und Sicherheitspolitik (GASP) offenbaren einen neuen europäischen Realismus, abzulesen an einer gestärkten Position der Mitgliedstaaten. In der EU nach Lissabon sind nicht mehr die Mitglieder für die Union da, sondern die Union für die Mitglieder. Die neue Realpolitik in Europa kann Außen- und Sicherheitspolitik effizienter machen, aber auch den inneren Zusammenhalt der EU gefährden
