Parlamentsvorbehalt auf dem Prüfstand: Anpassung der Kontrollstrukturen erforderlich

Abstract

Der Parlamentsvorbehalt, der bei Entscheidungen über den Einsatz bewaffneter deutscher Streitkräfte im Ausland gilt, wird derzeit im Parlament und in der Öffentlichkeit intensiv diskutiert. Grund dafür sind in erster Linie zwei zentrale Herausforderungen für die deutsche Sicherheits- und Verteidigungspolitik. Erstens werden solche Einsatzentscheidungen zunehmend auf internationaler Ebene im Rahmen der NATO oder der EU so weit vorbereitet, dass dem Parlament nur noch wenig Spielraum für Einflussnahme bleibt, will es Deutschlands Bündnisverpflichtungen nicht grundsätzlich in Abrede stellen. Zweitens erfordert die als Antwort auf die neue Gefährdungslage verstärkte Vernetzung der sicherheitspolitischen Strukturen und Akteure auch eine Anpassung der Strukturen parlamentarischer Kontrolle.
