Atomdebatte statt Iranpolitik? Europas schwierige Position zwischen Iran und den USA

Abstract

Im März sollen die europäisch-iranischen Verhandlungen über Irans Atomprogramm fortgesetzt werden. Fraglich ist, ob die USA bereit sind, Europas Versuche zu unterstützen, Iran durch politische und wirtschaftlich-technologische Anreize zur prinzipiellen Aufgabe der Urananreicherung zu bewegen. Offen ist auch, wie lange Iran die temporäre Suspendierung der Urananreicherung innenpolitisch durchhalten kann. Gegenseitiges Mißtrauen und das schlechte Image Irans in Europa beeinträchtigen das Verhandlungsklima. Zudem läuft europäische Iranpolitik Gefahr, auf den Atomstreit reduziert zu werden. Die Europäer könnten dabei in das Dilemma geraten, zwischen Iran und den USA entscheiden zu müssen, was ihren Handlungsspielraum für Politik und Interessenwahrnehmung gegenüber Iran und der Region einschränken würde.
