Wohnen in der Sackgasse? Holzwege, Irrwege, Auswege

Abstract

Verfolgt man die aktuelle Diskussion, kann man den Eindruck gewinnen, dass Wohnraum unbezahlbar geworden sei. Doch ist dieser Anschein gerechtfertigt? Wird Wohnen tatsachlich insgesamt teurer oder entspricht der Anstieg der allgemeinen Lohn- und Preisentwicklung? Steigen die Preise in der Breite oder ist der Anstieg ein lokales oder regionales Problem? Und worauf sind höhere Wohnkosten zurückzuführen? Ist es tatsachlich spekulativer Leerstand oder beruht der Anstieg auf mangelnder Bautätigkeit oder dem Zuzug in die Ballungsgebiete? Ist das Problem nicht vielmehr eine geringe Wohneigentumsquote wenn beklagt wird, dass nur wenige Burger von dem Immobilienboom profitieren? Der derzeitige Aktionismus in Sachen Wohnen ist groß. Mietpreisbremse, Mietendeckel, Enteignungen, die Forderung von Mietwohnungsneubau und viele weitere Initiativen oder Gesetzesvorhaben sollen den Eindruck erwecken, es werde tatkräftig gehandelt. Doch sind diese Mittel tauglich, um eventuellen Fehlentwicklungen entgegenzuwirken? Und wie steht es 70 Jahre nach Verabschiedung des Grundgesetzes mit dem Eigentumsrecht als eine der Grundlagen unserer heutigen Wirtschaftsordnung? Diesen und anderen Fragen geht die Stiftung Marktwirtschaft in dieser Publikation nach.
