Abstract

Mit der Frühstartrente wird in Deutschland erstmals eine Geldanlage am Kapitalmarkt zur voreingestellten Lösung (Default) für die Altersvorsorge. Ohne eigene Anlageentscheidung werden die Beiträge der Kinder und Jugendlichen künftig kollektiv und gebündelt am Kapitalmarkt investiert. Dieses Papier untersucht, wie diese kollektive Anlage ausgestaltet werden sollte, damit sie die breite Bevölkerung niedrigschwellig am Kapitalmarkt beteiligt und jungen Menschen früh eigene Erfahrungen mit Kapitalanlage ermöglicht. Basierend auf wissenschaftlicher Evidenz empfehlen wir ein breit diversifiziertes, aktienbasiertes Portfolio, sowie eine passive, regelgebundene und indexbasierte Verwaltung. Entscheidend ist zudem eine unabhängige Governance. Die Leitplanken in der Anlagestrategie sollten im parlamentarischen Verfahren festgelegt werden. Ein unabhängiger Expertenrat sollte die Anlagerichtlinie entwickeln und überwachen. Zuletzt sollte die Frühstartrente stärker bildungspolitisch flankiert werden, um die Finanzkompetenz von Kindern und ihren Familien zu stärken.
