Wie evidenzbasierte Politikberatung in Krisenzeiten trotz unvollständiger Daten gelingt

Abstract

Wissenschaftliche Politikberatung in Krisen erfordert belastbare Evidenz trotz Zeitdruck und Datenlücken. Dieser Beitrag illustriert dies an zwei Projekten für das Europäische Parlament: die Analyse geopolitischer Risiken für Banken mittels Stresstest-Vergleichen sowie die Untersuchung von Halterstruktur sogenannter bail-in-fähiger Bankanleihen durch die Kombination öffentlicher und kommerzieller Datenquellen. Während erste Näherungen kurzfristig wichtige Erkenntnisse liefern, ersetzen sie keine solide Dateninfrastruktur. Für eine glaubwürdige Beratung sind daher methodische Transparenz, institutionelle Unabhängigkeit und ein verbesserter Zugang zu konsistenten und zeitnahen Aufsichtsdaten unerlässlich.
