Abstract

Am 1. Januar 2004 trat in Deutschland das Gesetz zur Modernisierung der gesetzlichen Krankenversicherung in Kraft. Neben anderen politischen Maßnahmen beinhaltete es die Einführung der Praxisgebühr von 10 Euro für den ersten Arztbesuch innerhalb eines Quartals. Ziel dieser Maßnahme war es, die Eigenverantwortung der Versicherten zu stärken und die Anzahl der Arztbesuche zu senken, um Kosten zu sparen. Erste Fallzahlen der kassenärztlichen Vereinigungen deuteten darauf hin, dass die Zahl der Arztbesuche nach der Einführung der Praxisgebühr deutlich zurückgegangen ist. Die vorliegende, vom RWI Essen durchgeführte Studie untersucht, inwieweit sich die Wahrscheinlichkeit, innerhalb von drei Monaten mindestens einen Arzt zu besuchen, durch Einführung der Praxisgebühr geändert hat. Auf Grundlage von Daten des Sozioökonomischen Panels (SOEP) zeigt sich jedoch, dass die Praxisgebühr keinen signifikanten Effekt auf die Wahrscheinlichkeit eines Arztbesuchs hat.
