Beitragssätze stabilisieren: Reformen für eine Pflegefinanzierung

Abstract

Die Pflegeversicherung steht vor enormen Finanzierungsherausforderungen. Der Beitragssatz könnte bis 2050 von heute 3,6 % (4,2 % für Kinderlose) auf über 7 % steigen. Gleichzeitig fehlen bis 2040 bis zu 370.000 stationäre Pflegeplätze und 330.000 Vollzeitkräfte. Ab 2040 erreichen die geburtenstarken Jahrgänge ein hohes Alter - dann wird die demografische Belastung der Pflegeversicherung dramatisch ansteigen. Zentrale Maßnahmen dagegen: Pflegebeitragssätze einfrieren und durch eine Kapitaldeckung ergänzen, umfangreiche Vorschriften für Pflegeheime lockern und Digitalisierung vorantreiben, Pflegekräfte entlasten und verstärkt Assistenzsysteme einsetzen.
