Zur statistischen Wahrnehmung der Veränderungen bei den statistischen Einheiten des Sektors Staat

Abstract

Die institutionelle Kulisse des Staates ist schon seit einigen Jahren im Wandel, weil Bund, Länder, Gemeinden und Sozialversicherungsträger aus verschiedenen Gründen dazu überge-gangen sind, staatliche Aktivitäten in juristische Personen des öffentlichen oder des privaten Rechts, in Eigenbetriebe oder in sonstige Formen von statistischen Einheiten auszulagern. Die Statistik hat konzeptionelle wie auch empirische Schwierigkeiten damit, diese Kulissen-veränderung richtig und zeitnah wahrzunehmen und den Wirtschaftssektor Staat weiterhin adäquat abzubilden. Dieser Beitrag schildert, worin diese Schwierigkeiten bestehen und wie die Statistik versucht, sie zu überwinden. Dazu wird auf die Rolle der statistischen Einheiten zunächst allgemein und dann im Kontext der Finanzstatistik und der Volkswirtschaftlichen Gesamtrechnungen eingegangen.
