Abstract

Im Kontext der Millenniums-Entwicklungsziele (MEZ) hat die internationale Gemeinschaft seit 2000 verschiedene, aufeinander aufbauende Schritte unternommen, um nicht nur verbindliche Zusagen zu einer Erhöhung der Mittel für Entwicklungszusammenarbeit seitens der Geberstaaten zu erreichen, sondern auch die Wirksamkeit der Kooperation zu verbessern. Die Erklärungen von Rom (2003), Marakesch (2004) und insbesondere Paris (2005) sind der Versuch, eine umfassende Agenda zur Wirksamkeitssteigerung zu formulieren und umzusetzen. Harmonisierung und Anpassung (H&A) sind zwei Kernelemente dieser Agenda, die von einzelnen Gebern wie der Weltbank oder dem britischen Department for International Development (DFID) bereits seit mehreren Jahren verfolgt werden. ...
