Resilienz für alle: Wie die deutsche Wirtschaftswende trotz allen geoökonomischen Risiken gelingen kann

Abstract

In diesem Policy Paper wird ein Paradigmenwechsel von "Wohlstand für alle" hin zu "Resilienz für alle" gefordert, um die Soziale Marktwirtschaft angesichts tiefgreifender globaler Umwälzungen zukunftsfähig zu machen. Resilienz versteht der Autor als die Fähigkeit zur Anpassung an Krisen und Veränderungen - auf individueller wie gesellschaftlicher Ebene. Statt nach Scheinsicherheit durch Risikoaversion zu streben, sollten resiliente Risiken aktiv eingegangen werden. Es werden sechs zentrale Transformationsfelder skizziert - Industrialisierung, Globalisierung, Industriepolitik, Energiewende, Fiskalpolitik und Demografie - , deren Bewältigung Anpassungsfähigkeit, Eigenverantwortung und einen mentalen Wandel erfordert. Die Soziale Marktwirtschaft soll dabei eine Freiheits- und Wettbewerbsordnung bleiben, die experimentierfreudige Bürger stärkt und allen eine "Resilienzgarantie" - nicht aber Vollkaskoschutz - bietet. Das Papier endet mit einem Plädoyer für einen neuen wirtschaftspolitischen Optimismus, der nicht auf staatliche Steuerung, sondern auf dezentrale Lernprozesse und die Innovationskraft der Individuen setzt.
