Arbeitslosenversicherung: Entlastung statt Ausbeutung!

Abstract

Die Arbeitslosenversicherung hat im Jahre 2006 erstmals einen Überschuss erzielt und wird auch im laufenden Jahr hohe Mehreinnahmen vorweisen. Der Bundesfinanzminister plant deshalb, die Bundesagentur für Arbeit verstärkt zur Finanzierung von Bundesaufgaben in Anspruch zu nehmen. Diese Vorgehensweise ist zurecht auf erhebliche Kritik gestoßen. Maßgebend für eine sachgerechte Finanzierung der Sozialversicherung sind das Versiche-rungsprinzip sowie allgemein anerkannte haushaltsrechtliche Grundsätze und verfassungsrechtliche Vorgaben. Diese Grundsätze sind auf die Arbeitslosenversicherung übertragbar. Danach sind insbesondere die zweckgebundenen Beitragsmittel der Arbeitslosenversicherung strikt von allgemeinen Steuermitteln des Bundes zu trennen. Während versicherungsgemäße Aufgaben der Bundesagentur obliegen und aus ihrem Beitragsaufkommen zu decken sind, fallen gesamtgesellschaftliche Aufgaben der Arbeitslosenfürsorge in den Verantwortungsbe-reich des Bundes und sind daher aus seinen (Steuer-)Einnahmen zu finanzieren. Weist jedoch der Bund gesamtgesellschaftliche Aufgaben der Bundesagentur zu, so muss er auch deren Finanzierung sicherstellen.
