Abstract

Neben Vorstößen zur Reaktivierung der Vermögensteuer werden derzeit verschiedene Modelle für einmalige Vermögensabgaben politisch diskutiert. Entsprechende Forderungen haben z. B. der DGB, DIE LINKE sowie das Bündnis Umfairteilen erhoben. Das konkreteste Konzept hat die Bundestagsfraktion Bündnis 90/DIE GRÜNEN vorgelegt. Sie will zehn Jahre lang privates Nettovermögen in Form von Geld, Immobilien und Betriebsvermögen etc. mit einer jährlichen Abgabe in Höhe von 1,5 Prozent des Vermögenswerts belegen. Vorgesehen sind dabei Freibeträge von 1 Mio. Euro (pro Erwachsener im Haushalt), 0,25 Mio. Euro (pro Kind im Haushalt), 0,38 Mio. Euro (persönliches Altersvorsorgevermögen) sowie 5 Mio. Euro (persönliches Betriebsvermögen). Das Aufkommen dieser Vermögensabgabe wird auf 100 Mrd. Euro über die gesamte Laufzeit von 10 Jahren geschätzt. Der entsprechende Entwurf eines Gesetzes zur Erhebung einer Vermögensabgabe (Bundestags-Drucksache 17/10770) ist nach einer ersten parlamentarischen Beratung im September 2012 zur weiteren Beratung in die zuständigen Fachausschüsse des Deutschen Bundestages überwiesen worden.
