Scheinkonsolidierung des Bundes zulasten der Sozialversicherung

Abstract

Gemäß dem Entwurf des Haushaltsplans für 2013 sollen die Ausgaben des Bundes um 10,5 Mrd. Euro sinken. Dieser scheinbare Konsolidierungserfolg beruht zu einem erheblichen Teil auf Mittelverschiebungen zwischen den Sozialversicherungen und dem Bundeshaushalt, indem Bundeszuschüsse gekürzt oder abgeschafft werden sollen. Auf diese Weise wird die Finanzierungslast staatlicher Leistungen lediglich von den Steuerzahlern auf die Zahler von Sozialversicherungsbeiträgen verschoben. Aus gesamtstaatlicher Sicht erfolgt insoweit keine Ausgabenreduzierung und somit auch keine Haushaltskonsolidierung.
