Ein neuer Anlauf zur Unternehmensteuerreform

Abstract

Die Unternehmensteuerreform 2008/09 in Deutschland ist gründlich missglückt. Ausgehend vom heutigen System wird ein Konzept entwickelt, das die wesentlichen Mängel beseitigt und Rechtsform- und Wettbewerbsneutralität herstellt. Seit der letzten Unternehmensteuerreform 2008/09 präsentiert sich das deutsche System in einer fragwürdigen Verfassung. Der Gesetzgeber hat ein Konglomerat von schlecht aufeinander abgestimmten Regelungen im Bereich der Einkommensteuer, Körperschaftsteuer und Gewerbesteuer geschaffen, das sämtliche Effizienz- und Gerechtigkeitsprinzipien verletzt und nicht einmal die selbst gesteckten Ziele erreicht.
