Indikatoren und Karten zur Darstellung von Potenzialen bei der Aufnahme und Integration von Flüchtlingen auf Landkreisebene

Abstract

Die gegenwärtige Verteilung von Flüchtlingen in Deutschland auf der Grundlage von Steueraufkommen und Bevölkerungszahl wird weithin als integrationspolitisch suboptimal angesehen. Das vorliegende Thünen-Workingpaper leistet zu dieser Diskussion einen Beitrag, indem es die Integrationspotenziale der Landkreise in Deutschland über Indikatoren aus verschiedenen integrationsrelevanten Bereichen erfasst, die insbesondere auch die Perspektive der ländlichen Räume berücksichtigen. Mit insgesamt 16 Indikatoren werden die sieben Bereiche Arbeitsmarkt, Wohlstand, Wohnungsmarkt, Demographischer Handlungsbedarf und Daseinsvorsorge, Zentralität und Erreichbarkeit, Reaktionen aus der Gesellschaft auf die Flüchtlingskrise sowie Integrationsbedarf erfasst. Die Darstellung der Ergebnisse für Deutschland erfolgt auf Landkreisebene und in Kartenform. Dabei wird zunächst der einzelne Indikator vorgestellt, danach die regionale Verteilung des Indikators in Form von Ergebnis-Karten dargestellt und schließlich werden zentrale Ergebnisse zum Indikator erläutert, eingeordnet und kommentiert ('Lesehilfe zur Karte'). Soweit die Datengrundlage es ermöglicht, werden neben der Kreisebene auch Karten auf Gemeindeebene dargestellt. [...]
