Gegen Alarmismus oder Bagatellisierung: Argumente zur Altersarmut, Zuschussrente und Nachhaltigkeitsrücklage

Abstract

Die öffentliche Diskussion zur Rentenpolitik wird im Jahr 2012 von den Schlagworten einer 'drohenden Altersarmut' und einer 'Gerechtigkeitslücke' geprägt. Nachdem die Bundesministerin für Arbeit und Soziales im vergangenen Herbst einen Rentendialog mit zahlreichen Interessenvertretern angestoßen hat, entzündet sich nun eine hitzige Debatte an ihrem Konzept, zukünftig den langjährig Beschäftigten mit geringen Verdiensten und niedrigen Rentenanwartschaften eine Zuschussrente oberhalb des Niveaus der Grundsicherung zu gewähren. Hinzu kommt, dass die Rücklagen in der Rentenversicherung über das gesetzlich erlaubte Höchstmaß hinaus angewachsen sind. Das weckt Begehrlichkeiten. Einige Diskutanten stellen die qua Gesetz fällige Beitragssatzsenkung zum Jahreswechsel in Frage und fordern stattdessen, in der Gesetzlichen Rentenversicherung zu einer den Lebensstandard sichernden Versorgung zurückzukehren. In dieser Gemengelage entzündet sich ein allgemeiner Alarmismus, in dem die Grenzen zwischen Fakten und Positionen zunehmend verschwimmen.
