Reform des Länderfinanzausgleichs: Eine Bewertung des Vorschlags der Bundesländer

Abstract

Nachdem es in den vergangenen Monaten zu einem Stillstand in den Verhandlungen zwischen Bund und Ländern gekommen war, haben die 16 Ministerpräsidenten nun einen gemeinsamen Vorschlag für eine Neuregelung des Länderfinanzausgleichs nach Auslaufen des Solidarpakts II vorgelegt. Demnach soll die Verrechnungs-systematik maßgeblich anhand der Verteilung der Umsatzsteuer vorgenommen werden. Zudem sollen weiterhin Bundesergänzungsmittel an finanzschwache Länder gezahlt werden. Der auf die unionsgeführten Bundesländer zurückgehende Vorschlag will das System des Länderfinanzausgleichs damit etwas vereinfachen. Allerdings unterbleibt ein wichtiger Schritt in Richtung mehr Transparenz, denn die Rollen der Länder als Zahler- und Empfänger würden sogar verschleiert werden, da es zu keinen direkten Zahlungen zwischen den Ländern mehr käme. Der Kompromiss zwischen den Länderchefs geht insgesamt zulasten des Bundes, der nämlich mit 9,65 Milliarden Euro noch einmal 1,15 Milliarden Euro mehr an die Länder überweisen soll als bisher angeboten.
