Der mehrjährige Finanzrahmen der Europäischen Union in Zeiten der Konsolidierung der nationalen Haushalte

Abstract

Den Staats- und Regierungschefs der Mitgliedstaaten der Europäischen Union ist es bei ihrem Treffen im November 2012 nicht gelungen, sich auf einen mehrjährigen Finanzrahmen der EU für die Jahre 2014 bis 2020 zu einigen. Die verschiedenen Positionen der Verhandlungspartner ließen sich (noch) nicht auf einen Nenner bringen. Die EU-Kommission hat in ihren Vorschlägen zum Finanzrahmen für diese sieben Jahre eine Gesamtsumme von 1.091 Milliarden Euro gefordert, was 1,14 Prozent des gemeinsamen Bruttonationaleinkommens der 28 EU-Länder einschließlich Kroatiens in diesem Zeitraum entspricht. Eine Reihe von Mitgliedstaaten hatte im Vorfeld der Verhandlungen auf eine Reduzierung gedrungen. Das Vereinigte Königreich hatte gar mit einem Veto gedroht. Herrmann van Rompuy, der Präsident des Europäischen Rates, hatte in seinem Kompromissvorschlag die Gesamtsumme um rund 80 Milliarden Euro gekürzt, aber selbst das ist manchen Mitgliedstaaten noch zu viel, sie fordern weitere Einsparungen.
