Zur Ausgestaltung des Solidarpaktes II – Ein Diskussionsvorschlag

Abstract

Auch im Jahre 2003 ist es in den ostdeutschen Ländern nicht gelungen, die Vorgaben des Solidarpaktes einzuhalten, nach denen die vom Bund zur Verfügung gestellten Sonderbedarfs- Bundesergänzungszuweisungen für Investitionen bzw. zum Ausgleich der unterproportionalen kommunalen Finanzkraft zu verwenden sind. Inzwischen ist die finanzwirtschaftliche Situation der ostdeutschen Flächenländer mit Ausnahme Sachsens allerdings so angespannt, dass eine Erfüllung der Solidarpakt-Vorgaben auf absehbare Zeit unmöglich erscheint. Es wird deswegen dafür plädiert, die Sonderbedarfs-Bundesergänzungszuweisungen wenigstens zum Teil in Sanierungs-Bundesergänzungszuweisungen umzuwandeln. Eine solche Lösung würde es erlauben, die Solidarpakt-Mittel künftig mit strengeren Verwendungsauflagen zu versehen als dies heute der Fall ist.
