Abstract

Offene Immobilien-Publikumsfonds stehen vor einem besonderen Spannungsfeld: Anleger können ihre Anteile zurückgeben, während Immobilien nicht kurzfristig und ohne Weiteres veräußert werden können. Gerade bei steigenden Mittelabflüssen stellt sich deshalb die Frage, wie früh eine Kapitalverwaltungsgesellschaft reagieren sollte und welche Liquiditätsmanagement-Instrumente in welcher Situation sinnvoll sind. Mit der AIFMD II und ihrer Umsetzung in deutsches Recht wurde der regulatorische Rahmen für die Auswahl und den Einsatz solcher Instrumente nochmals erweitert. Dieses Arbeitspapier greift diese Entwicklung auf und entwickelt mit dem ELM-Modell einen Ansatz, der Liquiditätskennzahlen und Stresstests mit einer abgestuften Prüfung geeigneter Instrumente verbindet. Anhand eines modellhaften Referenzfonds wird gezeigt, wie sich zunehmender Rückgabedruck auf die Einordnung der Liquiditätslage auswirkt und wann sich der Prüfpfad bis hin zur Rücknahmebeschränkung verschärft. Ziel ist es, die Entscheidung über einen möglichen Instrumenteneinsatz vorzubereiten und nachvollziehbarer zu machen, ohne die Entscheidung der Kapitalverwaltungsgesellschaft vorwegzunehmen.
