Zur Einkommensanrechnung bei der Sozialhilfe

Abstract

In Deutschland dürfen Sozialhilfeempfänger nur einen kleinen Teil ihres Einkommens aus Erwerbstätigkeit oberhalb eines bestimmten Betrags behalten. Dies führt dazu, daß für einige Sozialhilfeempfänger nur schwache ökonomische Anreize zur Erwerbstätigkeit vorhanden sind. Dieses Arbeitspapier diskutiert verschiedene Methoden der Einkommensanrechnung bei der deutschen Sozialhilfe, darunter die negative Einkommensteuer. Es wird gezeigt, daß es keine wirklich befriedigende Methode der Einkommensanrechnung bei der Sozialhilfe im Rahmen des deutschen Steuer-Transfer-Systems gibt. Es werden einige neue Ideen zur Verbesserung der derzeit verwendeten Methode vorgestellt.
