Zur abfallwirtschaftlichen Entwicklung im produzierenden Gewerbe der Bundesrepublik Deutschland

Abstract

Nach den jüngsten statistischen Veröffentlichungen beträgt das jährliche Aufkommen an gewerblichen und kommunalen Abfällen in der Bundesrepublik Deutschland ca. 220 Millionen Tonnen. Die Entsorgung dieser großen Abfallmengen verursacht erhebliche volkswirtschaftliche Kosten [vgl. hierzu FABER/ STEPHAN/MICHAELIS 1989:Kap.8]. Darüberhinaus werden die verfügbaren Entsorgungskapazitäten zunehmend knapp, denn neue Deponien oder Verbrennungsanlagen sind aufgrund fehlender öffentlicher Akzeptanz kaum noch zu realisieren [vgl. etwa HAUBER 1989]. Diese Entwicklung hat zur Folge, daß viele Kommunen und Landkreise bereits heute auf den Abfallexport in das benachbarte Ausland angewiesen sind, weil eine Entsorgung vor Ort nicht mehr möglich ist [vgl. etwa KNORRA 1989]. Eine zusätzliche Verschärfung der abfallwirschaftlichen Situation hat sich in jüngster Zeit dadurch ergeben, daß die DDR nicht mehr im gleichen Umfang wie bisher als Importeur bundesdeutscher Abfälle zur Verfügung steht.
