Rechtliche Aspekte und Probleme der Vollendung des EG-Binnenmarktes

Abstract

Spätestens seit der Tagung des Europäischen Rates 1982 in Kopenhagen gehören der Ausbau und die Vollendung des Binnenmarktes zu den wichtigsten Programmpunkten der europäischen Integration. Damals erteilten die Staats- und Regierungschefs den zuständigen Ministern - dem Rat - die Weisung, vor Ende März 1983 über die vorrangigen Maßnahmen zu beschließen. Seither erschien die Vollendung, Verwirklichung, Vervollständigung des Binnenmarktes immer wieder auf der Tagesordnung des Europäischen Rates. Im März 1985 sprachen die Staats- und Regierungschefs dann von der Verwirklichung eines großen Binnenmarktes bis zum Jahr 1992 und setzten damit zum erstenmal einen Termin fest, bis zu dem die Hindernisse, die den Handel zwischen den Mitgliedstaaten noch beeinträchtigen, beseitigt sein sollten. Gleichzeitig forderten sie die Kommission auf, vor der nächsten Tagung des Europäischen Rates ein detailliertes Programm mit einem genauen Zeitplan auszuarbeiten.
