Perspektiven für eine zukunftsorientierte deutsche Außenwirtschaftspolitik

Abstract

Nach Ende der akuten Phase der Corona-Krise soll der deutsche Außenhandel wieder stark zum wirtschaftlichen Aufschwung beitragen; die Rahmenbedingungen haben sich aber verändert. Aus Sicht der Autoren ist dafür eine neue Strategie gefragt. Die deutsche Außenhandelsförderung muss sich, wie jene anderer Länder, am strategischen Interesse der Bundesrepublik orientieren und nicht an oft realitätsfremden Ursprungsregeln. Dafür ist eine effektive Verzahnung entwicklungspolitischer und außenpolitischer Instrumente mit jenen der Außenwirtschaftspolitik, sowohl innerhalb Deutschlands als auch auf europäischer Ebene erforderlich. In Zeiten wachsender politischer Unsicherheiten ist eine Verrechtlichung der wirtschaftlichen Beziehungen durch Handelsverträge auf bi-, pluri- und multilateraler Ebene von zentraler Bedeutung.
