Abstract

Tschernobyl, die Waldschäden und die beiden Ölkrisen haben neue Fragen für die deutsche Energiepolitik aufgeworfen. Wie kann die Energiepolitik auf diese Herausforderungen antworten? Welches Gewicht sollen die verschiedenen Energieträger, das nach Tschernobyl weniger akzeptierte Uran, die durch das Waldsterben unattraktiv gewordene Kohle und das politischen Knappheiten unterworfene Erdöl an der gesamten Energieversorgung haben? Welche Ausgangsbedingungen stellen sich für die deutsche Energieversorgung? Welche Entscheidungsprobleme resultieren aus diesen Ausgangsbedingungen? Welches Gewicht sollen die verschiedenen Energieträger an der gesamten Energieversorgung haben? Wie ist der Ordnungsrahmen für die Energiewirtschaft zu gestalten? Welche Grundlinien können für die deutsche Energieversorgung erarbeitet werden? Inwieweit sind diese Grundlinien im Jahr 1986 zu überdenken?
