Sonderwirtschaftszonen und Industrieparks in Theorie und Praxis - unter besonderer Berücksichtigung Afrikas

Abstract

Vor allem in Entwicklungsländern sind Sonderwirtschaftszonen (SWZ) ein zunehmend populäres Instrument der Handels- und Industriepolitik. Die Autoren stellen die (sozio-)ökonomischen Effekte von SWZ durch eine Auswertung der bestehenden Fachliteratur dar. Ein Schwerpunkt liegt auf den SWZ in Afrika. Dabei zeigt sich, dass sich dort die Hoffnung auf ein SWZ-gefördertes Wachstum wie in Asien überwiegend nicht erfüllt hat. Die Autoren empfehlen, dass die "Deutsche Gesellschaft für Internationale Zusammenarbeit" (GIZ) angesichts der weiter steigenden Zahl von SWZ in Entwicklungsländern ihre Tätigkeitsfelder entsprechend erweitern sollte. Sie sehen weiteren Forschungsbedarf bei der SWZ-Thematik, um Wirkungsweisen, Erfolgsfaktoren und die Steuerbarkeit der SWZ besser verstehen zu können.
