Kieler Subventionsbericht: Steigende Subventionen des Bundes bis zum Jahr 2018. Mit einer Schwerpunktanalyse Verkehrssubventionen

Abstract

In diesem Kieler Subventionsbericht werden die Finanzhilfen des Bundes (einschließlich Nebenhaushalte) und die Steuervergünstigungen der Gebietskörperschaften insgesamt bis zum Jahr 2018 dokumentiert. Im Jahr 2018 nahmen laut Bundeshaushaltsplan die gesamten Finanzhilfen des Bundes abermals deutlich zu, und zwar um 7,5 Prozent auf 56,4 Mrd. Euro. Die Steuervergünstigungen insgesamt betrugen im Jahr 2018 knapp 62,0 Mrd. Euro. Es wurde zudem die Subventionsampel aktualisiert, welche die wichtigsten Finanzhilfen des Bundes und der größten Steuervergünstigungen im Hinblick auf deren graduelle Schädlichkeit klassifiziert. Danach sind etwas über 20 Prozent "rot" (= ersatzlos zu streichen) gekennzeichnet. Um einen ungefähren Überblick über die gesamten Subventionen in der Bundesrepublik zu gewinnen, wurden ergänzend die Länderfinanzhilfen in zwei Szenarien geschätzt. Der Subventionsbericht enthält darüber hinaus eine Sonderauswertung der Finanzhilfen des Bundes für den Verkehrssektor. Den Schwerpunkt bilden dabei Leistungen an das Eisenbahnwesen (2018: über 20 Mrd. Euro).
