Zur Messung der Staatsausgabenquote

Abstract

Staatseinnahmen und -ausgaben werden häufig relativ zum Bruttoinlandsprodukt als Quoten berichtet. Das Bruttoinlandsprodukt gilt als Maß für das gesamtwirtschaftliche Einkommen. Staatsausgaben- und -einnahmenquoten sollten somit Aufschluss darüber geben, welcher Teil des gesamtwirtschaftlichen Einkommens durch staatliche Finanzierungsvorgänge direkt beeinflusst wird. Allerdings ist die bisherige Messung mit Blick auf die genannten Quoten unvollständig. Die Staatseinnahmen und -ausgaben im Staatskonto der VGR umfassen nicht die Abschreibungen auf den für den Staatskonsum genutzten Kapitalstock, da diese keine Finanzierungsvorgänge relativ zu den anderen Sektoren darstellen, nur rein rechnerisch vorliegen und keinen Einfluss auf den Saldo haben. Zugleich werden die Abschreibungen auf den öffentlichen Kapitalstock aber im Bruttoinlandsprodukt erfasst.
