Zur Angemessenheit der Globalen Minderausgaben in der jüngsten Haushaltseinigung der Bundesregierung

Abstract

In der Einigung der Ampel-Koalition vom Juli war vorgesehen, Kredite an die Autobahn GmbH als finanzielle Transaktionen zu werten, so dass diese die für die Schuldenbremse relevante Nettokreditaufnahme nicht belasten würden. Hierzu gab es haushaltsrechtliche Bedenken von Seiten des Bundesfinanzministeriums, so dass in der aktuellen Einigung der entsprechende Betrag durch eine Anhebung der Globalen Minderausgaben (GMA) ausgeglichen wird. Generell werden GMA genutzt, wenn davon auszugehen ist, dass nicht alle der im Haushalt bewilligten Mittel im Vollzug auch tatsächlich abfließen werden, um so eine realistischere Vorausschau für die tatsächlichen Ausgaben zu geben.
