Zur Entwicklung des öffentlichen Kapitalstocks

Abstract

Seit Beginn des Jahrtausends sinkt der öffentliche Kapitalstock in Deutschland. Nicht nur in Relation zum Bruttoinlandsprodukt (Kapitalkoeffizient), sondern auch in absoluter Rechnung ist seit mehreren Jahren ein deutlicher Kapitalverzehr zu verzeichnen. Zuletzt (amtliche Werte liegen bis zum Jahr 2011 vor) fiel der öffentliche Bestand an Kapitalgütern, der zu mehr als der Hälfte in infrastrukturellen Tiefbauten (z.B. Straßen) gebunden ist, auf den Stand des Jahres 1998 zurück. Von diesem Rückgang dürften die Tiefbauten sogar leicht überproportional betroffen gewesen sein - ihr Anteil am gesamten öffentlichen Kapitalstock ist in den vergangenen zwei Jahrzehnten sukzessive um insgesamt 1,5 Prozentpunkte gesunken. Symptomatisch zeigen sich die Folgen der Kapitalstockerosion am Durchschnittsalter des Straßennetzes, das seit der Wiedervereinigung kontinuierlich von 20 auf zuletzt 25,9 Jahre (im Jahr 2010) gestiegen ist.
