NRW-Corona-Rettungsschirm zu knapp kalkuliert: Risiken für Landeshaushalt, Kommunen und Zukunftsinvestitionen

Abstract

Der Maßnahmenvorschlag der SPD-Fraktion sieht die Einrichtung eines Fonds für den "wirtschaftlichen und sozialen Neustart von NRW aus der Coronakrise" in einem Umfang von 10 Mrd. Euro aus dem NRW-Rettungsschirm vor. Die Vorlage 17/5358 stellt die Ist-Ausgaben des Corona-Rettungsschirms zum 31.Mai 2021 dar. Im Folgenden wird kurz auf einige wesentliche Aspekte in diesem Kontext eingegangen. Jedoch lassen sich nicht alle Fragen des Fragenkatalogs auf Basis der Dokumente beantworten; insbesondere fehlen wesentliche Informationen zur geplanten weiteren Inanspruchnahme des Rettungsschirms und zu seiner genauen Einbettung in die NRW-Finanzplanung. Abschnitt B geht kurz auf den Maßnahmenvorschlag der SPD-Fraktion ein. Viele der angesprochenen Maßnahmenbereiche können für die Krisenbewältigung und die Zukunftsfähigkeit NRWs sinnvoll sein, sie sollten jedoch nicht nur im engen Rahmen des konkret verabschiedeten Rettungsschirms und seines bislang auf 25 Mrd. Euro begrenzten Volumens angesiedelt werden. Vielmehr stellt sich die Frage nach der finanzpolitischen Gesamtstrategie der Landesregierung. Auf diese und ihre Risiken für Land, Kommunen und Zukunftsinvestitionen wird in Abschnitt C eingegangen. Abschnitt D skizziert vor diesem Hintergrund einige Handlungsoptionen.
